HM Revenue & Customs Case Study: Software Procurement

Like many government departments, HM Revenue & Customs (HMRC) began a major e-business programme in 2002 to meet the targets set by the government's modernisation agenda.  The entier team played a key role in designing this programme and driving the enabling procurement activities.

The business challenge

Selection and procurement of Commercial Off The Shelf Applications (COTS) for new technical architecture in support of HMRC's e-business programme; this had to be achieved against challenging deadlines and budget limitations.

Our approach

  • Development of new technical architecture based on the e-business strategy, followed by selection of long list of software products that met the stated business requirements.

  • A short list of products was then produced based on a combination of desk research, supplier demos and site visits.

  • The short listed candidates entered a competitive bid process, involving a detailed proof of concept stage at HMRC's premises against an agreed set of performance criteria.  Each product was ranked on the basis of technical and commercial offerings and after extensive negotiations; preferred bidder status was awarded to the successful supplier.

Delivering results

entier's team of technical consultants, project/programme managers and directors led by Alex Alexander played a key role throughout the procurement phase ensuring that the solution and implementation met the client's needs exactly.  Working closely with HMRC's senior management entier was able to deliver all programme objectives working against challenging deadlines and budget limitations.
